मेरा एक अजीज मित्र है जिसका नाम है विकास और वह सीकर जिले के एक गांव में रहता है बहुत ही अच्छे व्यक्तित्व और विचारधारा का धनी है । काफी लंबे अरसे के बाद एक व्यक्ति जो उसके गांव का था और मेरा भी परिचित था उसका दूरभाष पर कॉल आया हालचाल पूछने के लिए मैंने भी उनके हालचाल जानने के लिये अनायास ही मेरे मित्र ” विकास ” के बारे में पूछ लिया कि विकास कैसा है । मेरा सवाल ठीक था लेकिन शायद टाइमिंग ठीक नहीं था उसने कुछ औऱ ही समझ लिए उसने जवाब दिया अरे श्रीमान कहां की कैसा ओर कौनसा विकास …. सब अपने अपने तरीके से विकास की बात करते हैं ।
मैं तुरंत समझ गया गलती उसकी नहीं है क्योंकि अभी वक्त चुनाव का है तो विकास के मुद्दे की बात तो करेगा ही ……..
चलो जब बात विकास की हो रही है तो जान लेते हैं कि विकास के मायने है क्या….विकास मतलब परिवर्तन , लेकिन हर परिवर्तन विकास नही होता । वह परिवर्तन जो सकारात्मकता की ओर ले जाता है या वह परिवर्तन जो आगे की ओर ले जाता है विकास की श्रेणी में आता है और किसी भी परिवर्तन में उस क्षेत्र के भौतिक , आध्यात्मिक, आर्थिक, प्राकृतिक और मानवीय संसाधन अहम भूमिका निभाते हैं l लेकिन सभी की नजरों में अलग अलग गांव और कस्बे की अलग अलग जरूरते होती है सब के लिये विकास के मायने अलग अलग है ।
जब जब भी चुनाव का मौसम आता है विकास की बात हो ही जाती है…. चर्चा होने ही लगती है । चुनाव से मुझे याद आया कि वर्तमान में बघेरा में भी पंचायत राज संस्थाओं के चुनाव 2020 मैं भी विकास पर बात की गई चर्चाएं हुई । .
बघेरा एक प्राचीन कस्बा रहा है और केकड़ी पंचायत समिति की सबसे बड़ी ग्राम पंचायत निसंदेह है यहां पर समय समय पर विकास कार्य हुए हैं उनसे नकारा नहीं जा सकता । यहां पर कुछ गलियों -चौराहों को छोड़कर सड़क और नाली निर्माण का कार्य किया गया है जिनमें नहीं हुआ है देर सवेर वहां हो ही जाया और होना भी चाहिए क्या यही विकास है आज के बघेरा का ।
आखिर बघेरा कस्बे के लिए विकास के सही मायने क्या है ? शायद अब हमें अपनी सोच और अपनी विचारधारा को गलियों में सड़के निर्माण करना और नाली निर्माण करने की सोच से आगे बढ़कर सोचना होगा ।
हेरिटेज लुक और सौन्दर्यकरण हो
यह कस्बा एक ऐतिहासिक आध्यात्मिक और पौराणिक कस्बा रहा है उसी को मध्य नजर रखते हुए हमें अपनी सोच और अपने कार्य को विस्तार देना होगा उसी के अनुसार प्लानिंग की जाने की आवश्यकता है । इस ऐतिहासिक कस्बे को “हेरिटेज लुक” दिए जाने व ऐसी जगहों को चिन्हित कर उनका सौंदर्यकरण किए जाने की आवश्यकता है ताकि यहां पर्यटकों की आवाजाही रहे और लोगों को रोजगार के अवसर प्राप्त हो सके ।
हाईटेक बने हमारा गांव
आज जमाना हाईटेक हो रहा है क्या शहर और क्या कस्बे यहा तक कि आज गांव भी हाईटेक बनने की ओर अग्रसर है अनेक गांव और कस्बे हाईटेक बनने की राह पर अग्रसर है । आज हमारी आवश्यकता है कि इस विषय पर पहल की जाये ।
रोजगार की संभावना तरासनी होगी
जहां तक रोजगार के अवसरों की बात है तो बघेरा में मोचढ़िया निर्मित करना ,कपड़ा और गलीचा निर्माण की बढ़ावा देकर, ग्रेनाइट से जुड़े कार्यो की संभावना को तारास कर रोजगार के अवसरों का सृजन करने के लिये सरकार तक बात पहुचाने की जरूरत है अगर जनता और जनप्रतिनिधि अपनी इन आवश्यकताओं को सरकार तक प्रभावी तरीके से पहुंचाएं तो निश्चित रूप से ऐसी आशा और अपेक्षा भी पूरी हो सकती है ।
सरकार को अवगत कराएं अपनी आवश्यकताओ से
केकड़ी पंचायत समिति की सबसे बड़ी ग्राम पंचायत बघेरा मैं चिकित्सा सुविधाओं को विस्तार देना, शिक्षा को बढ़ावा देने के लिए महाविद्यालय विशेष का बालिका महाविद्यालय खोले जाने , पर्यटन के क्षेत्र में सरकारी योजनाओं और सहयोग , कस्बे की ऐतिहासिक और आध्यात्मिक इमारतों के संरक्षण , यातायात के साधनों का विस्तार , युवाओं को रोजगार के अवसर उपलब्ध करवाने तथा और भी आवश्यकताओं को सरकार तक पहुंचाने तथा उसका क्रियान्वयन किए जाने की आवश्यकता है । यह भी एक सत्यता है कि स्थानीय प्रशासन के सहयोग से अगर अपनी आवश्यकता और मांगों को प्रभावी तरीके से सरकार तक पहुंचाएं तो निश्चित रूप से सरकार उन मांगों को पूरा करती है बस आवश्यकता है तो स्थानीय जनता और स्थानीय प्रशासन की दृढ़ इच्छाशक्ति की।

कहने का तात्पर्य बघेरा कस्बे की भौतिक , सामाजिक , आध्यात्मिक, ऐतिहासिक , और आज की आवश्यकताओं को मध्य नजर रखते हुए विकास की सोच विकसित करने की आवश्यकता है । हमें नए -नए अवसर तलाशने होंगे । कुछ मूलभूत आवश्यकताओं पर मैंने प्रकाश डालने का प्रयास किया है लेकिन इसका तात्पर्य यह नहीं कि यह ही केवल और केवल प्राथमिक आवश्यकता है इनके अलावा भी अनेक आवश्यकताएं और जरूरतें हमारे कस्बे की हो सकती है और है उन जरूरतों को तरासे जाने की आवश्यकता है। जब हम ऐसी सोच विकसित करेंगे और उस सोच के अनुसार कार्य करने की ओर कदम बढ़ाएंगे तभी हमारा गांव बन पाएगा एक आदर्श हाईटेक , ऐतिहासिक , टेम्पल गांव और मॉडल विलेज।
