हिंदू तिथि शुक्ल पक्ष, षष्ठी और सन 14 अप्रैल 1891 को वर्तमान मध्यप्रदेश के महू नामक गांव में तत्कालीन समय में अछूत समझी जाने वाली महार जाति में डॉक्टर भीमराव अंबेडकर का जन्म हुआ था । उनका मूल गाँव महाराष्ट्र के रत्नागिरी जिले में खेड़ा तालुका के एक छोटे से गांव अंबेवड़े था । पिता रामजी मालोजी सकपाल और माता भीमा बाई कि यह चौदहवीं संतान थी। डॉक्टर अंबेडकर न केवल अपने परिवार बल्कि अपने समाज और गांव में सबसे अधिक पढ़े लिखे व्यक्ति भी थे।
- संविधान निर्माण में डॉ.अंबेडकर की भूमिका
समाज मे स्वयं अंबेडकर को समाज में कई बार अपमानजनक व्यवहार का सामना करना पड़ा था, इन सब का सामना करते हुए उन्होंने न केवल अछूत मानी जाने वाली जातियों के उत्थान के लिये और उन्हें समाज मे सम्मानजनक स्थान दिलाने में महत्वपूर्ण भूमिका निभाई है बल्कि संविधान में उनके लिए प्रावधान किए जाने में भी अहम भूमिका निभाई।
भारत की स्वतंत्रता के पश्चात जब कैबिनेट मिशन योजना के तहत भारतीय संविधान सभा और संविधान का निर्माण हुआ तो उसमें भी उनका अमूल्य योगदान रहा है। उनके योगदान को देखते हुए ही डॉक्टर अंबेडकर को भारतीय संविधान का सृजनकर्त्ता, निर्माता और जनक कहा जाता हैं। जिसका निर्माण 2 वर्ष 11 माह और 18 दिन में हुआ था। लेकिन सविधान सभा का अस्तित्व 3 वर्ष 1 माह और 27 दिन तक रहा था।
- संविधान सभा के सदस्य के रूप में डॉ.अंबेडकर
डॉ. भीमराव अंबेडकर ने संविधान सभा के सदस्य के रूप में सर्वप्रथम मुंबई से चुनाव लड़ा था, लेकिन वह इस चुनाव में विजय प्राप्त नहीं कर सके। अंबेडकर जैसा विद्वान संविधान सभा का सदस्य हो, यह उस समय की जरूरत भी थी और तत्कालीन समय में कांग्रेस के वरिष्ठ सदस्यों की इच्छा भी ।
अम्बेडकर एक बार फिर से मुस्लिम लीग के सहयोग से बंगाल से संविधान सभा के सदस्य बने, लेकिन कहां जाता है ना कि हर अच्छे काम में मुसीबतें आती है, समस्याएं आती हैं । बंगाल से संविधान सभा का सदस्य बनने के बाद भारत के बंटवारे के परिणामस्वरूप बंगाल का वह क्षेत्र (जयसुर कुलना) पूर्व पाकिस्तान (वर्तमान में बांग्लादेश) में चला गया। अतः एक बार फिर से वह संविधान सभा के सदस्य नहीं रहे।
मुंबई के तत्कालीन प्रधानमंत्री बी.जी खेर के परामर्श पर संविधान सभा के सदस्य एम.आर जंयकर ने अपने पद से त्यागपत्र दिया और फिर वहां से अंबेडकर को संविधान सभा के सदस्य के रूप में चुनाव लड़ाया जहां से वे विजय रहे। ध्यातव्य:ज्ञात हो कि डॉ. भीमराव अंबेडकर ऑल इंडिया शेड्यूल कास्ट फेडरेशन के अध्यक्ष थे।
- संविधान प्रारूप समिति के अध्यक्ष के रूप में डॉ.अंबेडकर
संविधान निर्माण के कार्य में संविधान से संबंधित अनेक समितियों का गठन किया, जिसमें एक सबसे प्रमुख समिति थी -प्रारूप समिति, जिसे ड्राफ्टिंग कमेटी या पांडु लेखन समिति भी कहा जाता है।
इस समिति का गठन सत्यनारायण सिन्हा के प्रस्ताव पर सन 29 अगस्त 1947 को किया गया था। इस समिति में एक अध्यक्ष और 6 सदस्य थे। इस समिति के अध्यक्ष डॉ. भीमराव अंबेडकर थे। ज्ञात हो कि डॉक्टर अंबेडकर प्रारूप समिति के निर्विरोध अध्यक्ष निर्वाचित हुए थे। जिसकी पहली बैठक 30 अगस्त 1947 को आयोजित हुई थी। प्रारूप समिति ने भारतीय संविधान का प्रारूप 21 फरवरी 1948 को संविधान सभा के अध्यक्ष डॉ राजेंद्र प्रसाद को सौंपा था।
ध्यातव्य: ज्ञात हो कि संविधान का पहला प्रारूप संविधान सभा के विधि सलाहकार बी.एन.राव ने तैयार किया था।
- सविधान सभा का तीसरा वाचन और डॉ.अंबेडकर
संविधान निर्माण में संविधान सभा के कुल तीन वाचन हुए थे । जिसमें से तीसरा वाचन अंतिम वाचन 17 नवंबर 1949 से 26 नवंबर 1949 तक हुआ था। इस वाचन के शुरुआत में ही संविधान सभा में डॉक्टर भीमराव अंबेडकर ने प्रस्ताव रखा कि “संविधान को सभा ने जिस रूप में स्वीकार किया है उस रूप से ही पारित किया जाए।” डॉक्टर अंबेडकर द्वारा रखा गया प्रस्ताव 26 नवंबर 1949 को स्वीकृत हुआ और इसी दिन इसे अंगीकृत अधिनियमित और आत्मा स्थि किया गया।
- संविधान निर्माण होने पर अंबेडकर ने कही थी यह बड़ी बात
जब 26 नवंबर 1949 को भारतीय संविधान बनकर तैयार हुआ उससे एक दिन पूर्व हुई यानी कि 25 नवंबर को डॉ.भीमराव अंबेडकर ने संविधान सभा में कहा की भारतीय संविधान सभा के सदस्यों को बधाई दी जानी चाहिए कि उन्होंने बहुत ही कम समय में संविधान का निर्माण कर लिया है,जबकि संयुक्त राज्य अमेरिका, कनाडा, दक्षिण अफ्रीका और ऑस्ट्रेलिया देशों की संविधान सभाओ ने अपने संविधान की रचना करने में लम्बा समय लगा था ,उसको देखते हुए ही भारतीय संविधान सभा ने बहुत ही कम समय में संविधान का निर्माण किया हैं।
- सविधान संशोधन उप समिति और डॉ.अंबेडकर
संविधान निर्माण से सम्बधित विभिन्न समितियों में पंडित जवाहरलाल नेहरु की अध्यक्षता वाली संघ संविधान समिति की तीन उप समितियां थी, जिसमें एक उप समिति संविधान संशोधन पर उप समिति थी । इस समिति के अध्यक्ष डॉ भीमराव अंबेडकर थे और इसके अतिरिक्त इसमें 04 अन्य सदस्य थे।
- राष्ट्रीय ध्वज पर तदर्थ समिति के सदस्य के रूप में
संविधान सभा के अध्यक्ष डॉ राजेंद्र प्रसाद की अध्यक्षता में 23 जून 1947 को एक बहूसदस्यीय राष्ट्रीय ध्वज पर तदर्थ समिति का गठन किया गया। इस समिति में सरोजनी नायडू, सी. राजगोपालाचारी, मौलाना आजाद, फ्रैंक एंथोनी, के. एम. मुंशी जैसे अनेक सदस्यों के साथ डॉक्टर भीमराव अंबेडकर भी सदस्य थे । जिन्होंने राष्ट्रीय ध्वज पर तदर्थ समिति में एक सक्रिय सदस्य के रूप में महत्वपूर्ण भूमिका निभाई थी।
- हिंदू कोड बिल और डॉ. अंबेडकर
डॉक्टर भीमराव अंबेडकर जब भारत सरकार में पहले विधि मंत्री बने थे, तब उन्होंने 5 फरवरी 1951 को संसद में हिंदू कोड बिल प्रस्तुत किया था । इस बिल के माध्यम से वह भारतीय समाज में सभी जातियों, सभी वर्गों में समानता और उनके अधिकारों और स्त्री- पुरुषों के बीच समानता का व्यवहार हो ऐसा कानूनी प्रावधान भी हो ऐतिहासिक कार्य किया था। इस हिंदू कोड बिल से उन्होंने जाति, लिंग और धर्म के आधार पर जो भारतीय समाज में एक गहरी खाई बनी हुई थी उसको मिटाने का एक सार्थक प्रयास किया था। इसी के माध्यम से उन्होंने धर्मनिरपेक्ष संविधान में सामाजिक न्याय की परिकल्पना की थी।
डॉ भीमराव अंबेडकर ने संविधान सभा की आलोचना भी की थी । उनका मत था कि भारत शासन अधिनियम 1935 के द्वारा ही देश का शासन चलाया जा सकता है।लेकिन इस कथन के आधार पर यह नहीं कहा जा सकता कि डॉक्टर अंबेडकर संविधान बनाए जाने के खिलाफ थे । डॉक्टर भीमराव अंबेडकर ने संविधान निर्माण में महती भूमिका निभाई है। संविधान निर्माण से संबंधित वे कई समितियों के अध्यक्ष और सदस्य भी रहे इसलिए उन्हें सविधान का सृजनकर्त्ता, निर्माता कहे जाने में कोई अतिशयोक्ति नहीं है।
