लोकतंत्र की प्रारम्भिक पाठशाला कहलाने वाला और शासन का तीसरा स्तर पंचायती राज व्यवस्था है । भारत मे इसका पहला प्रयास स्वतंत्रता के बाद 1952 में सामुदायिक विकास कार्यक्रम के साथ ही शुरुआत हुआ था हालांकि यह प्रयास सफल नही हुआ । लेकिन त्रिस्तरीय आधुनिक पंचायत राज व्यवस्था की शुरुआत 2 अक्टूबर 1959 को नागौर जिले के बगतरी गांव में प.नेहरू द्वारा उद्घाटन के साथ ही हुई थी । राजस्थान ही इसका जनक राज्य कहलाता है।
24 अप्रेल 1993 को 73 वे संविधान संशोधन अधिनियम 1992 लागु होने के पश्चात राजस्थान में भी 23 अप्रेल 1994 को राजस्थान पंचायती राज अधिनियम के माध्यम से इसे लागु किया गया । हालांकि समय समय पर इसमें संशोधन किया गया है। शैक्षणिक योग्यताओं का प्रावधान किया गया और फिर से उनको वापस हटा लिया गया। घर में क्रियाशील शौचालय जैसे शर्तों को जोड़ा गया आदि…।
- राज्य निर्वाचन आयोग
73 वे संविधान संशोधन के द्वारा ही इन पंचायतीराज संस्थाओं के चुनाव के लिए भारतीय संविधान के अनुच्छेद 243 ट के तहत प्रत्येक राज्य में निष्पक्ष व समय पर करवाने के लिए अलग से राज्य निर्वाचन आयोग का प्रावधान किया गया । इस आयोग के अध्यक्ष तथा राज्य निर्वाचन आयोग की नियुक्ति राज्यपाल के द्वारा की जाती है।
- पंचायतीराज संस्थाओं के तीन स्तर
1.ग्राम पंचायत ( ग्राम स्तर पर)
2.पंचायत समिति (खण्ड स्तर पर)
3.जिला परिषद (जिला स्तर पर)
- (1) ग्राम पंचायत
राजस्थान में त्रिस्तरीय ग्रामीण पंचायती राज संस्थाओं में पंचायती राज का निम्नतम स्तर ग्राम पंचायत में सदस्यों और सरपंच का चुनाव वयस्क मताधिकार के आधार पर राज्य निर्वाचन आयोग द्वारा करवाए जाते हैं
- कैसे होता है चुनाव–
ग्राम पंचायत में सदस्यों जिन्हें वार्ड पंच कहा जाता है। उनका चुनाव प्रत्येक वार्ड में पंजीकृत वयस्क सदस्यों द्वारा प्रत्यक्ष निर्वाचन द्वारा किया जाता है। ग्राम पंचायत के अध्यक्ष जिसे सरपंच कहा जाता है उसका चुनाव ग्राम सभा के सभी वयस्क सदस्यों द्वारा बहुमत के आधार पर प्रत्यक्ष किया जाता है । इसके अतिरिक्त ग्राम पंचायत का उपाध्यक्ष जिसे उप सरपंच कहा जाता है उसका निर्वाचन ग्राम पंचायत के सदस्यों जिन्हें वार्ड पंचकहा जाता है उनके द्वारा बहुमत के आधार पर अपने में से ही किया ।
- कौन दिलाता है शपथ
ग्राम पंचायत के अध्यक्ष /सरपंच, उपाध्यक्ष /उप सरपंच तथा सदस्य/ वार्ड पंच सभी को पद की शपथ पीठासीन अधिकारी के द्वारा दिलाई जाती है।
- किसे दिया जाता है त्याग पत्र
ग्राम पंचायत के सभी सदस्यों तथा सरपंच और उप सरपंच का कार्यकाल सामान्यतः 5 वर्ष का होता है, लेकिन कार्यकाल की समाप्ति से पूर्व उन्हें हटाया भी जा सकता है और त्यागपत्र देकर भी पद छोड़ा जा सकता है।अब सवाल यह है कि त्यागपत्र कौन ,किसको दिया जाता है , तो आपको यह बता दू कि ग्राम पंचायत के सरपंच, उपसरपंच तथा सदस्यों के द्वारा अपना त्यागपत्र संबंधित पंचायत समिति के खण्ड विकास अधिकारी (BDO) को दिया जाता है ।
- (2) पंचायत समिति
ग्रामीण पंचायती राज संस्थाओं का मध्यम और दूसरा स्तर ,खंड स्तर पर पंचायत समिति होती हैं । जिसका चुनाव भी राजस्थान राज्य निर्वाचन आयोग द्वारा ही करवाए जाते हैं।
कैसे होता है चुनाव
पंचायत समिति के सदस्यों जिन्हें CR कहा जाता है । उनका चुनाव प्रत्येक वार्ड (पंचायत समिति को जनसंख्या के आधार पर वार्डो में विभाजित किया जाता है) में पंजीकृत वयस्क सदस्यों द्वारा प्रत्यक्ष निर्वाचन द्वारा किया जाता है। इसके अतिरिक्त पंचायत समिति के अध्यक्ष जिसे प्रधान कहा जाता है,साथ ही पंचायत समिति का उपाध्यक्ष जिसे उप प्रधान कहा जाता हैं, इनका चुनाव पंचायत समिति के सदस्यों/CR द्वारा बहुमत के आधार पर अपने में से ही किया जाता है ।
कौन दिलाता है शपथ
पंचायत समिति के अध्यक्ष/प्रधान व उपाध्यक्ष/उप प्रधान तथा सदस्य वार्ड के प्रतिनिधि सदस्य/CR सभी को पद की शपथ खण्ड विकास अधिकारी/SDM के द्वारा ही दिलाई जाती है।
किसे दिया जाता है त्यागपत्र
पंचायत समिति के सभी सदस्यों तथा प्रधान और उप प्रधान का कार्यकाल सामान्यतः 5 वर्ष का होता है। लेकिन कार्यकाल की समाप्ति से पूर्व उन्हें एक निश्चित प्रक्रिया द्वारा हटाया जा सकता है और पद से त्यागपत्र देकर भी पद छोड़ा जा सकता है । सवाल यह है कि त्यागपत्र कौन -किसको देता है तो आपको यह जानकारी होना जरूरी है कि सदस्य/CR तथा उप प्रधान अपना त्यागपत्र संबंधित पंचायत समिति के प्रधान को देता है। इसके अतिरिक्त प्रधान अपना त्यागपत्र जिला प्रमुख को देता है ।
- (3) जिला परिषद
ग्रामीण पंचायती राज संस्थाओं का तीसरा और शीर्ष स्तर पर जिला परिषद होती हैं । जिनका चुनाव भी राजस्थान राज्य निर्वाचन आयोग द्वारा करवाए जाते हैं।

जिला परिषद के सदस्यों जिन्हें सदस्य/DR कहा जाता है । उनका चुनाव प्रत्येक वार्ड (पूरे जिले को जनसंख्या के आधार पर वार्डो में विभाजित किया जाता है) में पंजीकृत वयस्क सदस्यों द्वारा प्रत्यक्ष निर्वाचन द्वारा किया जाता है। जिला परिषद के अध्यक्ष जिसे जिला प्रमुख कहा जाता है ।इसके अतिरिक्त जिला परिषद का उपाध्यक्ष जिसे उप जिला प्रमुख कहा जाता हैं। उसका चुनाव सदस्यों/DR द्वारा बहुमत के आधार पर अपने मे से ही किया जाता है।
शपथ कौन दिलाता है
जिला परिषद के अध्यक्ष/जिला प्रमुख व उपाध्यक्ष/उप जिला प्रमुख तथा सदस्य/DR/ वार्ड के प्रतिनिधि सदस्य/DR सभी को पद की शपथ जिला निर्वाचन अधिकारी के द्वारा दिलाई जाती है।
